The parking violation enforcement policy in the grounds of Ben Gurion Airport


1. General:
The Israel Airports Authority (hereinafter: the “IAA”) announces that traffic violations in the parking field are being enforced at Ben Gurion Airport, in accordance with the Road Transport Regulations, 5721-1961, using the fine rate prescribed for these violations in the Road Transport Order (Fine Offenses), 5762-2002 and as set forth in this document.
The enforcement policy is based on two purposes: (A) prevention of safety dangers arising from traffic disturbances; (B) prevention of traffic disturbances to road users, particularly in areas near Terminal 1 and Terminal 3 set forth in this document below.
The enforcement, by imposing fines, will be done continuously and nonstop: 24 hours a day, seven days a week. A driver who parks his vehicle at Ben Gurion Airport in contravention of the provisions of the law will be given a fine notice.
The fine cancellation policy will be in accordance with Directive 4.3040 of the Directions of the Attorney general “cancellation of fine payment notices – direction for prosecutors”.
2. The enforcement policy:
2.1 The enforcement policy in relation to the parking of vehicles throughout the grounds of Ben Gurion Airport will be implemented in accordance with the principles set forth below:
2.1.1 If a driver is in the illegally parked vehicle – an inspector will instruct him to move on and will warn him that should he fail to do so, he will be liable for a fine; if the driver does not follow the instruction of the inspector immediately, he will be given a fine payment notice.
2.1.2 Without derogating from the statements in Subsection 2.1.1 above, if a driver is in an illegally parked vehicle in cases such as those set forth below – an inspector will instruct him to move on and warn him that should he fail to do so, he will be liable for a fine; if the driver does not follow the instruction of the inspector at that moment, he will be given a fine payment notice
2.1.2.1 Blocking of a traffic lane by “double parking”;
2.1.2.2 Parking on a sidewalk;
2.1.2.3 Parking on a traffic island;
2.1.2.4 Parking on a pedestrian crossing;
2.1.2.5 Parking at a taxi or bus stop.
2.1.3 If a driver has parked his vehicle in a place where parking is illegal and is not in the vehicle, a fine payment notice will be attached to the vehicle without any warning.
2.1.4 If a driver has parked his vehicle in a place where parking is illegal in an increased fine area, he will be given an increased fine notice.
2.2 Enforcement policy in places that are intended for passenger boarding and alighting
2.2.1 The following places are intended for passenger boarding and alighting, according to road sign 443:
2.2.1.1 The right side of southbound road, near the front of Terminal 1 (Mivtza Danny Road), as marked on the sidewalk curb.
2.2.1.2 The right side of southbound road, near the front of Terminal 3, story G (Hanochatim Road), as marked on the sidewalk curb.
2.2.1.3 Both roads, on either side, at the front of Terminal 3, Story 3 (Hamamri’im Road).
2.2.2 For the removal of doubt, parking / stopping of vehicles in the places set forth in Subsection 2.2.1 above is prohibited, except for passenger boarding and alighting (with their luggage). Passenger boarding and alighting (with luggage) does not include waiting for passengers. Waiting at the site is prohibited. Passenger boarding and alighting will be done in the minimum time required.
2.2.3 The enforcement policy in places intended for passenger boarding and alighting will be as set forth in Section 2.1 above.
2.2.4 Without derogating from the foregoing, if a driver is in a vehicle that is parked in a place that is intended for passenger boarding and alighting in excess of the minimum time required, an inspector will instruct him to move on and will warn him that should he fail to do so, he will be liable for a fine; if the driver does not follow the inspector’s instruction immediately, he will be given a fine payment notice.
2.3 The enforcement policy in the streets adjoining Terminal 1 and Terminal 3:
The enforcement policy in the streets set forth below will be as set forth in Section 2.1 above:
2.2.5 Streets near Terminal 1: Mivtza Danny, Agur, Shaldag, Ha’aliya Blvd., Sayfan, Daya, Baz, Dror, Nesher, Yanshuf, Ayit, Hativa 8 Road, Hairusim, Kalanit, Rakefet.
2.2.6 Streets near Terminal 3: Ya’af, Tisan, Nativ, Tamar, Geffen, Hateufa Blvd., Hanochatim Road, Hamamri’im Road, public transport road, Gan Road, Kerem Road, HaTerminal Road, Kerem, Hadarim Road, Horesh, Bustan, Pardes, Rimon, Taxi road, Ra’am Road, Eucalyptus Road, Brosh, Kanaf, Ofek, Maof.
2.4 Parking enforcement in short term and long term parking lots:
The enforcement policy in short term and long term parking lots will be as set forth in Section 2.1 above.
Parking is permitted in short term parking lots at Terminal 1 and Terminal 3 at no charge for 15 minutes from the time of entry.
2.5 The enforcement policy for a vehicle with a disabled person sticker
The enforcement policy for a vehicle with a disabled person sticker will be as set forth in the Disabled Persons Parking Law, 5754-1993.
Parking in short term parking lots at Terminal 1 and at Terminal 3 for vehicles with a disabled person sticker is exempt from payment for parking for up to 5 hours.
