The Government Approved New Hiring Procedures At The Israel Airports Authority

The procedures were formulated by the IAA and are now the most stringent in the civil sector; they determine public tender procedures for every position and stricter criteria for hiring relatives of IAA employees

 

In its session of Sunday, March 12, 2006, the government approved the IAA’s new procedures for hiring and appointing employees. These procedures are now the most stringent in the civil sector, and their purpose is to establish an egalitarian, transparent, open and public process for hiring new employees and filling new and existing positions.

 

The new procedures are based on Supreme Court Decision 8299/01 which relates to the issue of staffing senior positions at the IAA. According to this decision, changes in appointment procedures involving a departure from those customary in the civil service, can be done via a decision of the IAA board and pending government approval. To the extent that the change does not mandate a tender – it may be made based on a proposal of the service committee according to the Civil Service Law, or a parallel committee.

 

The IAA board decided to make all appointments at the IAA subject to standard positions requiring a tender, without any exemptions, and without the IAA having a majority in the tender committee. Only appointments for temporary positions at the IAA’s operational units will be made through an assessment committee, and be contingent on suitability tests.

 

The new procedures formulated by the IAA also regulate the issue of hiring relatives of IAA employees. According to the new procedure, an applicant who is a relative of an IAA employee will not be hired unless he or she is the most suitable applicant for the position, and only if he/she fulfills the strict criteria detailed in the procedure, compliance with which is ensured by a specific approval of the IAA’s VP for Administration, Legal Advisor, and Director General.

 

The new procedures, formulated by the IAA’s Administration & Organization Division, were submitted for government approval in accordance with section 25 of the IAA Law, which stipulates that changes in procedures for hiring    IAA employees must be made with government approval. The procedures are based on the principles defined in the Civil Service Law (appointments) and civil service regulations, supplemented by voluntary reliance on the regulations of government companies on the subject of employing relatives.
