The Freedom of Information Law - 1998 came into effect in May 1999. Its purpose was to implement a "transparency revolution" in Israel, with respect to the activities of public authorities. According to the law, every Israeli citizen or resident has the right to receive information from a public authority, subject to the provisions thereof.
1. The request for information will be submitted in writing to the Officer in Charge of making information available to the public at the Israel Airports Authority (herein after: "the Officer in Charge ").
2. The requestor need not state the reason for his/her request.
3. Following the receipt of the request and the requestor's details as required by this procedure, a voucher for paying the information request fee will be sent via mail to the requestor's address.
4. The requestor will pay the information request fee for sum of 83 NIS, in accordance with the Freedom of Information (Fees) Regulations – 1999.The fee is for the request, and therefore:
a. The payment constitutes a mandatory prerequisite for the request being reviewed by the Officer in Charge, irrespective of whether or not the Authority decides to make the requested information and/or part of it available to the requestor.
b. No materials will be provided before the Officer in Charge receives a copy of the document confirming payment of the request fee.
5. Upon submitting the request, the requestor must declare that:
a. He/she is a citizen or resident of the State.
b. He/she undertakes to pay the handling and production fees, if requested to do so, up to a maximum sum of 219 NIS. If the Officer in Charge notifies the requestor that the cost of handling the request is higher than the abovementioned amount, the requestor's consent for continuing the handling process is required.
Comment: Any information that a person seeks about him/herself is exempt from the request fee, as well as the handling fee of up to 4 working hours.
6. The Authority will give notice, without delay, and no later than 30 days after receiving the request, of its decision - a decision made in accordance with the provisions of the law and regulations thereof, while exercising discretion.
Comment: When necessary, the Officer in Charge may extend this period of time, as determined by law.
7. If the Authority decides to make the requested information available, the requestor will be required to pay a handling fee and/or production fee, as noted above and as needed.
