Freight overview

The Freight Terminal serves as a crossing point for goods and freight crossing between Israel, Jordan and additional countries.

 

The Terminal operates in the following methods of transportation:

 

Door to door ( D.T.D.)

Back to back (B.T.B.)

Transshipment (Transit)

        The freight terminal is managed by the Airports Authority–the Yitzhak Rabin freight terminal manager, and is operated by a concessionaire.

          All outbound and inbound freight at the freight terminal, is handled only by a customs agent - in accordance with customs regulations.

         The method of transporting freight is determined by Customs Management and the Freight Terminal Manager, in accordance with the type of goods.

General Information - Yitzhak Rabin Freight Terminal
 

The Freight Terminal is managed by the Airports Authority - the Yitzhak Rabin Terminal and operated by a concession holder - Nitzana Logistic Services Ltd.

 

Import

Sunday to Thursday: -                 08:00 - 20:00 in the Summer.

        08:00 -  18:00  in the Winter.

 

Export   

Sunday to Thursday: -                 08:00 - 16:00 all year round.

          Subject to the time of arrival of the freight at the Terminal

          Fridays, Saturdays, and holidays - the freight terminal is closed (It is recommended to obtain information in advance).

 

 

The import and export of freight requires in-advance coordination by a work order, on an appropriate form (Freight Transit form (sample attached), filled out:

 

48 hours in advance for regular freight

72 hours in advance for irregular freight

 

Hazardous materials - prior authorization in writing must be obtained up to 72 hours prior to transporting the freight.

The freight must arrive on a pallet, even if it is in a container.

Freight that does not arrive on a pallet must be coordinated in advance.

 

 

          Back to back ( B.T.B.) - for bulk goods and animals only, for import and export from Israel to Jordan and vice versa. At present, the Back to Back method is carried out at the Yitzhak Rabin Terminal on the Israeli side for imports and exports. Any irregularity requires prior authorization.

 

         Door to Door (D.T.D.) - for import and export from Israel to Jordan and vice versa, in accordance with the Transport Agreements. Export from Israel to Jordan is carried out by Israeli trucks while imports from Jordan to Israel will be carried out by Jordanian trucks. Any irregularity requires prior authorization.

 

         Import to or export from Israel to and from other countries, besides Jordan, via Aqaba Port, is allowed only by Israeli trucks.

 

          Transshipment (Transit) - transporting freight that continues on to other destinations.

 

         Other irregularities - upon prior coordination and with prior authorization. Will be handled by the Manager of the Yitzhak Rabin Freight Terminal.

 

As a rule, there are no storage facilities. In special cases, authorization must be obtained in advance from the Airports Authority - the Yitzhak Rabin Terminal.

The weight of goods packed on a pallet, for each individual package, will not exceed 50 kg.

Exit fee with freight - commercial vehicle owners, passing through the land crossing with freight, that is not personal baggage, will pay an exit-with-freight fee – which is updated from time to time.

Conveyance costs - in accordance with conveyance tariffs that are updated from time to time (a table is attached).

It is expressly prohibited to bring food and water, firearms and ammunition into Jordan.

Authorizations required for the transit of Israeli freight trucks to Jordan:

 

a.       A passport valid for at least three months.

 

b.       1) International driver’s license - Change Place branch - Taba Terminal.

 

2) Translation of the vehicle license (car registration) -Change Place branch at Yitzhak Rabin Terminal.

 

c.        If the truck or trailer are not registered in the name of the driver, a suitable power of attorney is required.

d.       Security clearance - A driver and accompanying workers exiting to Jordan must obtain a security clearance in advance from the Ministry of Transport.

e.       Fees and Insurance at the Jordanian Terminal - Various fees are and taxes are collected at the Jordanian Terminal.

It is advisable to obtain updates regarding costs from the Jordanian authorities.

 

Note: A Jordanian visa can be obtained at the Jordanian Terminal before crossing.

 

a.       A visa in advance

b.       A passport valid for at least 6 months.

c.        English translation of the driver’s license.

d.       English translation of the vehicle license (car registration).

e.       If the truck or trailer are not registered in the name of the driver, a suitable power of attorney is required.

f.         Security clearance for the driver.

g.       Security clearance for the truck and the freight issued by the Jordanian Authorities.

h.       At the Change Place branch at the Terminal:
1) Purchase of comprehensive insurance for the truck
2) Payment of the insurance at the bank (at the Terminal).
    Payment of the commissions at the Change Place offices - in cash!

i.         At the Customs offices (at the Terminal)
1) Obtain form MB 395.

2) Undertaking of the importer / customs agent in the event of an overnight stay or break down, to report to the nearest police station as to the location of the place of offloading and the parking of the truck.

 

For a Jordanian driver - a passport valid for at least 6 months.

Very Important: A truck driver arriving without all the required authorizations, will not be able to cross over!

 

 

a.              Security and customs inspection.

b.              Passport control

c.               Translation of the vehicle license (car registration), insurance – by Change Place.

d.              Payment of fees and currency exchange – by Change Place.

e.              Conveyance of freight pallets by means of forklifts.

f.                Weighing – a weighbridge of up to 80 tons.

g.              A cafeteria and vending machines.

h.              Public telephones

i.                Air conditioned waiting rooms for drivers.

 

 

The directives and procedures may change from time to time - it is recommended to obtain latest updates in advance.

 

  

a.                   Export Procedures -  Back to Back

 

1.                   The Customs Agent will submit the paperwork 24 hours in advance to the Customs representative.

2.                   Authorized goods of all customers are incorporated into the daily work schedule.

3.                   It is the responsibility of the Customs Agent to ensure the arrival of the Israeli and Jordanian trucks on time.

 

b.                   Export Procedures – Door to Door

 

1.                   The Customs Agent will submit the paperwork 24 hours in advance to the Customs representative.

2.                   The goods of all customers are incorporated into the daily work schedule.

3.                   Entry of trucks to the Terminal after Customs inspection and the obtaining of authorization for exit to Jordan.

4.                   The return of the Israeli vehicle the same day or the following morning, as required.

 

c.                   Import Procedures

 

1.                   The Customs Agent will submit the paperwork 24 hours in advance to the Customs representative.

2.                   The goods of all customers are incorporated into the daily work schedule.

3.                   The Customs Agent will ensure the arrival of the Israeli and Jordanian trucks on time.

4.                   Customs inspection of the goods.

5.                   Release of the goods and their loading onto Israeli trucks.

 

d.                   Transshipment Procedures

 

1.                   The Customs Agent will submit the paperwork 24 hours in advance to the Customs representative.

5.                   The goods of all customers are incorporated into the daily work schedule.

6.                   The Customs Agent will ensure the arrival of the Israeli and Jordanian trucks on time.

4.                   Transfer of the goods from a Jordanian truck to an Israeli truck.

5.                   Customs authorization.
