A passenger holding a diplomatic passport or a certificate confirming that he is:

          A member of the U.N. serving in UNTSO

          A member of the Multinational Forces

          A member of the International Red Cross Organization

          A baby under two years of age

          A driver of a public bus, mini bus or regular bus, on duty transporting passengers from Israel or for purposes of bringing passengers into Israel.

          The driver of a commercial vehicle departing Israel in a commercial vehicle, which he is driving on duty transporting goods from or to Israel.

          A taxi driver departing in the taxi he is driving, on duty transporting passengers to or from Israel.
