Passengers wishing to import animals as personal baggage, up to two of each type, which arrive together with their owners, are exempt from a written veterinary license from the Veterinary Services Manager of the Ministry of Agriculture, under the following conditions: They are accompanied by a health certificate issued during the 7 days prior to the date of import, by a government veterinarian at the country of export, attesting to the fact that the animals were examined and found to be healthy and free of infectious diseases; and accompanied by a declaration by the owners that the animals were in their possession for at least 90 days prior to their import into Israel.

Dogs and cats also require an authorization that they were inoculated against rabies at least 30 days previously, but no longer that one year prior to their departure for Israel.

The entrance of dogs and cats under the age of inoculation (3 months) will not be permitted. The import of animals as personal baggage requires submitting  the following details to the Veterinary Services Manager at Beit Dagan, at least 48 hours prior to arrival: Name of the owner, type of animal, age, flight number and estimated time of arrival. In general, animals arriving in good health and with the required papers, will not be quarantined.
